Portugal has invested shoe loads in education and training, at all levels: from basic to doctoral level, from academic to practical training. The problem is that most of these investments have been alarmingly inefficient. In some cases, it was simply a case of corruption: for example, practical training programs where government subsidies were cashed in but the training never took place. In many cases, however, the programs were simply inadequate or of very poor quality."
